CIP measures pressure different from SAAMI. They measure 1\4" past the chamber. For example, on 9x19mm if you measure a full spec CIP load with the SAAMI method it will measure 39,200 psi. CIP method reads just over 34,000 psi. If you loaded to CIPS spec pressure and measured it as SAAMI does the load will very weak...
