What are the differences, if any, between " jacketed truncated cone" and " semi-wadcutters" as the terms relate to .45 ACP ammo? Are these terms interchangeable?

No, the term are not interchangeable. The JTC design is a simply a flat tipped version of ball or round nosed generally available in 230 grains. I think both Hornady and Sierra used to make the design but I have not seen them in some time. I remember them in FMJ but I also think they have them in lead as well. From memory, I think this was an outgrowth of a USAF effort to improve the ballistic effects of the 9mm prior to the adoption of the M9 pistol. Norma used to load a 230 JTC at the behest of Jeff Cooper.

The only semiwadcutter design I have seen in 45 ACP is a 185 or 200 grain sharp shouldered design used for conventional pistol or target competition. They are still available and come in either FMJ or lead. They look sort of like a nipple and have a pronounced right angle to cut paper targets.
